The State Council has issued the "Outline of Building an Intellectual Property Powerhouse (2021-2035)" (hereinafter referred to as the "The Outline"). The Outline establishes two specific goals for the construction of an intellectual property powerhouse.
The first goal is that by 2025, significant progress will be achieved in building an intellectual property powerhouse; intellectual property protection will be stricter; a high level of public satisfaction will be obtained and maintained; the market value of intellectual property will be further highlighted; brand competitiveness will be significantly enhanced; the added value of patent-intensive industries will reach 13% of GDP; the added value of copyright industries will reach 7.5% of GDP; the total import and export of intellectual property royalties will reach 350 billion yuan annually; and the number of high-value invention patents per 10,000 people will reach 12.
The second goal is that by 2035, China's comprehensive competitiveness in intellectual property will rank among the world's top; a complete intellectual property system will be established; Intellectual property will actively promote vibrant development in innovation and entrepreneurship; a broad-based awareness of intellectual property culture will have essentially taken root in society; an international cooperation framework for participating in global governance of intellectual property at all levels and dimensions will have been basically formed; China will have essentially become an intellectual property powerhouse with distinctive Chinese characteristics and global standing.
