New summary of benefits and coverage required for health plans in 2012

On August 22, the Departments of Treasury, Labor, and Health and Human Services (the Departments) jointly published proposed regulations on the new Summary of Benefits and Coverage (SBC) that insurers and group health plan administrators will be required to distribute beginning next year.

Federal Register announcement

On August 26, 2010, the Departments of Treasury, Labor, and Health and Human Services published in the Federal Register an announcement of the availability of EBSA Technical Release No. 2010-01 providing an interim enforcement safe harbor for non-grandfathered self-insured group health plans not subject to a state external review process and, therefore, subject to the federal external review process.

Extension of the COBRA premium subsidy

On December 19, 2009, President Obama signed the Department of Defense Appropriations Act of 2010 (the Appropriations Act), that includes an extension of eligibility for the COBRA premium subsidy for an additional two months and extends the maximum period for receiving the subsidy for an additional six months.
