On March 10, 2009, Environmental Protection Agency ("EPA") Administrator Lisa Jackson signed a proposed rule that would impose a mandatory national system for monitoring and reporting emissions of greenhouse gases ("GHGs"), including carbon dioxide ("CO2"), methane ("CH4"), nitrogen oxide ("N2O"), hydrofluorocarbons ("HFC"), perfluorocarbons ("PFC"), sulfur hexafluoride ("SF6"), and other fluorinated gases (e.g., nitrogen trifluoride and hydrofluorinated ethers).
