Healthcare Aviation/Transport Foreign Trade
The Committee on Internal Market and Consumer Protection (IMCO) of the EP voted on its reports on Compliance and Enforcement Regulation and on the Mutual recognition of goods. The two proposals are part of the so-called Goods Package presented by the Commission in December 2017 in order to strengthen the single market for goods. Main elements of the two proposals are cooperation among market surveillance authorities, market surveillance of products sold online, mutual recognition, reference person and contact point for non-EU companies. The IMCO committee also gave the rapporteurs a mandate, which will have to be confirmed by the plenary, to start negotiations with the Council in order to reach an agreement on the final texts. EU Member States reached a general approach on the mutual recognition proposal last May, but examination of the compliance and enforcement regulation proposal is still on-going within the Council Working Party on technical harmonisation.

The EC asked the Council for a mandate to discuss with the US the review of the functioning of an existing quota to import hormone-free beef into the EU. The proposal will now have to be approved by EU Member States.
The EC decided to eliminate anti-dumping and anti-subsidy measures on Chinese solar panels. The EU first imposed trade defence measures in December 2013, then they were renewed in March 2017.

EU-Japan Data Flows
The EC launched the procedure for the adoption of its adequacy decision on Japan. This arrangement will allow personal data to be transferred safely between the EU and Japan. The Commission will adopt the decision only after the positive opinions of the European Data Protection Board and the committee composed of representatives of EU Member States.

The European Parliament will vote on the report on the proposal for a Directive on Copyright in the Digital Single Market on 12 September. Last July the plenary rejected the decision to enter into inter-institutional negotiations with the Council, which adopted its general approach in May. Stakeholders and academics are strongly divided on the proposal, mainly on the creation of a new right that would allow press publishers to claim remuneration for the online use of their publications. If the lawmakers adopts the text, the file will then go back to the Council for a final decision.
Internal Market in Electricity
On 11 September there will be the second trilogue on the proposals for a Directive on common rules for the internal market in electricity and for a Regulation. Both are parts of the Clean Energy for all Europeans Package, presented by the Commission in November 2016. In preparation of this meeting, the Council released the so-called fourth-column documents which contain the Presidency's compromise proposals. The first informal inter-institutional meeting took place in June and a broad mandate was given to the experts to identify and make progress on different areas of the proposals.
