IMF spoke on crisis management in the European banking system and published a detailed working paper explaining its views. It believes in an integrated banking system, with integrated crisis prevention, management and resolution frameworks. It notes the home country control principle does not necessarily foster cooperation in a crisis and may exacerbate the "too-big-to-save" problem. Dominique Strauss-Kahn said the European financial services regulators are now working together towards a European rather than domestic supervisory mindset. But she suggested a European Resolution Authority might be necessary too.
