The Bureau of Ocean Energy Management, Regulation and Enforcement (BOEMRE) plans to issue a proposed rule tomorrow that would remove a duplicative step in the noncompetitive leasing process for renewable energy projects on the OCS. BOEMRE received a number of adverse comments to a direct final rule on the same matter issued in November 2010. In response, the agency withdrew the direct final rule and is now republishing it as a proposed rulemaking, which will trigger a formal notice and comment period. The proposed rule would remove a second Request for Interest (RFI) step from renewable energy OCS lease bids involving only one bidder.
