On the 21 December the Committee of European Insurance and Occupational Pensions Supervisors (CEIOPS) published a paper entitled ‘Architecture of the MCR. Pros and cons of different approaches’.

Following QIS3, CEIOPS identified the Minimum Capital Requirement (MCR) as one of the critical issues on which a decision will need to be made on political as well as on technical levels. The paper provides an assessment of the three possible approaches to the MCR detailed by the Commission, in addition to providing two additional approaches to be considered.
