Climate change legislation was introduced in the form of Arizona H.B. 2542 last week. The bill seeks to establish a reporting and monitoring system of greenhouse gas emissions by January 1, 2010. On or before this date, a statewide greenhouse emissions limit will be set, based upon 1990 emission levels. The determined level shall be achieved by 2021, and will remain in effect until the law is amended. By January 1, 2013, specific limits and measures on how to reach these set levels shall be enacted, so that by 2021 the maximum limits are set, taking into account current technology that will help reach the targets.
