The Russian Federal Antimonopoly Service (FAS) has reportedly made proposals to amend Russian competition law. The FAS suggested to prohibit “abuse of influence”, i.e. a conduct whereby an undertaking (which does not hold a dominant position) can force its contractors to enter into agreements under economically unjustified terms. It also suggested that executives involved in cartel activities should be punishable by up to ten years’ imprisonment. Prime Minister Putin expressed his support for the FAS’s proposals.
