Following the passing of a order by the Secretary of State, three new organisations have been designated as 'public authorities' for the purposes of the Freedom of Information Act 2000, namely: the Association of Chief Police Officers of England, Wales and Northern Ireland (ACPO); the Financial Ombudsman Service Limited (FOS) and the Universities and Colleges Admissions Service (UCAS).   All the functions of ACPO and FSO were considered by the Ministry of Justice to be functions of a public nature, but only the central application and admissions functions of UCAS, not its commercial activities. UCAS has published its review and consultation on the admissions process and its recommendations for moving to a system of Post-Qualifications Admissions.
