The acquisition by Zipcar Inc of its rival Streetcar Limited was provisionally approved by the Competition Commission (CC) on 18 November 2010. The deal will consolidate the two largest car clubs in London. Car clubs provide a service to members who pay an annual fee to hire cars by the hour from convenient locations, using online and mobile booking technology. In August 2010, the Office of Fair Trading referred the acquisition to the CC to investigate concerns that the merger may reduce competition and cause difficulties for new entrants when local authorities tender to allocate on-street parking for car clubs. After a full investigation, the CC concluded that car club membership represented a rapidly expanding market and the merged company was unlikely to be able to exploit its position or act to the detriment of customers. The CC is due to make its final report by 24 January 2011 and has invited comments from interested parties.
