EPA has issued a proposed rule that would revise the agency’s rule on protections for subjects in human research involving pesticides. 76 Fed. Reg. 5,735 (2/2/11). The revised rules would expressly prohibit legally authorized representatives from providing consent for unborn fetuses, young children or other subjects to participate in pesticide studies. They would also broaden the applicability of existing rules to cover human testing with pesticides submitted to EPA under any statute the agency administers and would identify specific considerations to be addressed in EPA science and ethics reviews of proposed and completed human research with pesticides. EPA will accept comments on the proposed rule revisions until April 4, 2011.
