The Office of Government Commerce is consulting on some minor changes to the Public Contracts Regulations 2006 and the Utilities Contracts Regulations 2006. The changes take into account the accession of Romania and Bulgaria to the EU in early 2007. There are also minor amendments intended to clarify certain issues, in particular in relation to the use of framework agreements or dynamic purchasing system for Part B services, the use of the negotiated procedure without a notice, and subcontracting under public works concessions. Also included is a proposed amendment to the Utilities Contracts Regulations concerning calculation of turnover for a utility in relation to its affiliated undertakings.
