The third incarnation of the 14th meeting of the Ad hoc Working Group on Long-term Cooperative Action and the 16th meeting of the on Further Commitments for Annex I Parties under the Kyoto Protocol took place in Panama City last week as international climate negotiators hope to reestablish momentum in the weeks leading up to the November 28 opening of the 17th Conference of the Parties in Durban, South Africa. The Panama negotiations focused primarily on technology transfer, capacity building for the poorest countries, and standards for measuring and verifying greenhouse gas emissions reductions from all countries.
