On 20 November 2007, the European Commission published a communication designed to provide clarification on how EU rules (such as state aid, competition and public procurement) apply to services of general interest including social services. The communication distinguishes between activities of general economic interest (e.g. telecommunications, electricity, gas, transport and postal services) and non-economic services of general interest (e.g. social securities schemes, health, education, police and justice). It explains the background to, and elaborates upon, the Protocol on the services of general interest which was recently agreed as part of the draft Reform Treaty and which is intended to be the new framework for future EU action in these sectors.
