The U.S. Coast Guard made available on February 7, 2014 two draft policy letters providing LNG vessel fueling guidance. Although both letters provide voluntary guidance, they are likely to form the basis of Coast Guard actions in the future and also likely later be the basis of follow-on mandatory regulatory action. The first letter (CG-OES Policy Letter No. 01-14) provides guidance on liquefied natural gas fuel transfer operations in U.S. waters and training of personnel on those vessels. The second (CG-OES Policy Letter No. 02-14) provides related guidance to on-shore LNG fueling facilities. Comments are due in Docket USCG-2013-1084 by March 10, 2014. The letters do not apply to vessels carrying LNG as cargo.
