Two independent studies presented by the European Commission support the case for a Europe-wide initiative to improve access to supplementary pension rights (that is, rights supplementary to any State scheme rights) when changing jobs or working in another EU country.
One study examines supplementary pension scheme rules in nine EU countries and sheds light on common practices regarding the acquisition, preservation and transfer of supplementary pension rights for workers. The study concludes that a directive should be implemented, introducing minimum standards to improve mobile workers’ access to, and protection of, supplementary pension rights.

The second study analyses data from a “Eurobarometer” survey on worker mobility and provides a picture of existing and projected job mobility. The study provides a backdrop to the likely impact of the amended draft Directive, which was put forward in October 2007, for facilitating worker mobility.
