On 16 December 2009 the Government adopted Resolution No. 1031 (the "Resolution") approving the permissible proportion of foreign workers who may be employed in retail sales in Russia in 2010.

The Resolution, in particular, sets forth the 2010 authorized proportion of foreign workers that may be employed in retail sale in Russia. Under the Resolution, throughout 2010 foreigners are not allowed to be engaged in the retail sale of: (i) alcoholic beverages (including beer); (ii) pharmaceuticals; (iii) stalls and markets; and (iv) outdoor retail sale.

The Resolution entered into force on 30 December 2009.
