In July, the Government started a formal consultation on reforming trade union facility time arrangements across the Civil Service with the aim of providing better value for the taxpayer. Proposals include:
- reducing overall facility time;
- ending or limiting the practice of employees' time being spent full-time on trade union duties and activities; and
- reviewing arrangements for time off for trade union activities, with the default being that this time is unpaid.
Commenting on the consultation, the Cabinet Office minister said it was not right "that taxpayers fund full-time union representatives who haven't done a Civil Service job in years".
