In 2009, the Hungarian central purchasing body, KSZF, published a contract notice for a framework contract for the supply of paper, stationery and other office equipment for a number of public authorities, valued at €13m. KSZF proposed to award the contract using the negotiated procedure on the grounds that the value of the supplies could not be estimated in advance. The European Commission has challenged this justification in a reasoned opinion to the Hungarian authorities, dated 30 September 2010.
