Illinois Governor Pat Quinn (D) recently signed legislation (H.B. 1297) that revises the air permitting process, simplifies permitting obligations for lowemitting polluters and allows regulated entities to electronically submit and monitor permit applications. Amending several sections of the Illinois Environmental Protection Act, the new legislation will reportedly improve the permitting process for larger emitters by authorizing the state environmental agency to pursue “expedited permitting,” “general permitting” and “permits by rule” for certain facility classes. The legislative revisions also create a Registration of Smaller Sources program, which exempts small sources from certain construction and operating air permit requirements and simplifies their annual registration process.
