On January 6, 2010, the U.S. Department of Commerce, Bureau of Industry and Security (BIS) published a redacted advisory opinion dated September 14, 2009 that clarifies the application of the Export Administration Regulations (EAR) to foreign-made products incorporating other foreign-made products with U.S.-origin content.
