On August 21, 2013, the Beijing Human Resources and Social Security Bureau released a notice, requiring that enterprises in need of engaging in labor dispatch businesses in Beijing should apply for a Labor Dispatch Permit at the district or county human resources and social security bureau of its registration location in order to provide labor dispatch services in the future.

According to the notice, established enterprises and enterprises in the process of establishment should submit different materials to the district or county human resources and social security bureau to apply for a permit. For the labor dispatch management documentation system required by the notice, a template labor dispatch agreement to be signed by the recipient company should be contained, in addition to the employment contract, remuneration, social insurance and other matters directly relating to the employees’ interest.

The district or county human resources and social security bureau should decide whether to grant the permit within 20 working days after receiving the application and may have extra 10 working days to make the decisions upon approval from the head of the bureau.
