On October 1, 2012, fully half of the Canadian provinces will have franchise specific legislation as Manitoba becomes the fifth province to enact such legislation. After a fairly lengthy consultation period, the regulations under the Manitoba Franchises Act were finalized on March 26, 2012, with a proclamation date of October 1, 2012. Here is a link to the final regulations http://web2.gov.mb.ca/laws/regs/2012/029.pdf

There are no real surprises in the regulations which have much of the look and feel of the legislation of the other provinces.

There are some differences, however, such as the ability to deliver a franchise disclosure document piecemeal, which will require some thought and attention, especially for those who like to prepare a single disclosure document for all of Canada.
