Following the adoption of the Fee Schedule in connection with the financing of curbside recycling, companies and organizations who market containers, packaging and printed matters have a legal obligation to register with Éco Entreprises Québec ("ÉEQ"), the certified representative for those companies and organizations, to file the appropriate report by June 13, 2007 and to pay their 2005-2006 contribution by July 13, 2007. For those companies who have already pre-registered with ÉEQ, they may begin their online reporting on the quantities of materials they generate by logging in on to ÉEQ website at www.ecoentreprises.qc.ca and clicking on "Online Reporting". For those companies who have not pre-registered, they may immediately register also via ÉEQ's website by clicking on "To Register". Once registered, they will receive an e-mail providing the personalized information needed to file their report online.
ÉEQ has prepared user guides and information sheets also available on its website to assist companies in filing their reports. These are Getting Ready to Register and File a Company Report, How To File a Company Report and Online Calculators. The Unit-Based Calculator (UBC) was developed jointly by Stewardship Ontario and the Canadian Council of Grocery Distributors and was subsequently accepted by ÉEQ to help members fulfil their obligations with regard to private labels and imported products. The use of UBC will enable companies producing food, beverage, cleaning and personal care consumer products to enter unit sales data according to type and size of product packing. For companies wishing to use a UBC calculator, they can e-mail their requests to email@example.com and provide their company name, company number, type of business (supplier, manufacturer, retailer or other), sector of activity (clothing, food, toys, cosmetics, etc.) and the name of the company's contact, his telephone number, his e-mail address, as well as other pertinent contact information, reason for the request and a description of efforts to establish a more accurate reporting process.
The 2005-2006 fee schedule was adopted by the Government by Order in Council 136-2007 on February 14, 2007 and was published in the February 28, 2007 issue of the Gazette officielle du Québec and came into force on March 15, 2007.
