The California Air Resources Board (CARB) held a public workshop on the implementation of AB 32. The workshop set up many guidelines for implementation of AB 32 and also gave a timeline of what to expect as they move forward. Some of the principles guiding CARB in cap-and-trade regulation are minimizing costs while maximizing total benefits, complementing existing air pollution programs, and not disproportionately impacting low-income communities. According to the current timeline, the final draft of the regulations will be released in September 2010, followed by a public comment period.
