The policies on of the new administration with respect to affordable housing development have not been fully articulated. As pointed out in a recent blog on this site about Secretary Ben Carson’s remarks at a recent conference, Secretary Carson indicated that he is interested in a holistic approach to development so as to address community needs on a comprehensive basis. HUD’s mixed finance program was an early attempt at this approach and encouraged both public and private investment in communities where new affordable housing was being developed. The CNI program took this a step further in that it provided specifically for community development efforts in conjunction with housing development, including local school improvements and commercial development efforts.
