The National Committee for Pilotage Affairs (CNAP), created by the Brazilian Government through Decree No. 7860 of December 6, 2012, with the purpose of preparing proposals on price regulation, delimitation of zones and measures to improve pilotage services, submitted to public hearing a Proposal of Methodology for the Regulation of Prices of Pilotage Services.

The proposed methodology is based on three phases. At the first one, the standard average price per maneuver is set in each pilotage zone. At the second one, pricing spreadsheets incorporating maneuver time and ship size will be prepared. At the last phase, a system for pilotage service quality control will be created through previously defined performance indicators. 

The deadline for receiving contributions was 05/04/2013.
