Rep. Dingell, Chairman of the House Energy and Commerce Committee, plans to have cap-and-trade bills ready for comment possibly by April. Hearings have been held recently on how to best go about forming such legislation. Reps. Dingell and Boucher's goal is to come up with legislation that can be signed by President Bush by the end of the year. While this is their goal, many House members question the possibility. Some view it as highly unlikely but Rep. Markey isn't one of them. He said, "Absolutely. They passed it in Senate Environment Committee. I think we can move it through the House as well. Yes, it can happen."
