The General Medical Council has released two guidelines: Leadership and management for all doctors and Raising and acting on concerns about patient safety. Among other things, these guidelines advise doctors that they continue to have responsibility for the safety and wellbeing of patients when they perform non-clinical duties; that they remain accountable to the GMC for their decisions and actions even if someone without medical training could have performed the role; and that all doctors have a duty to act when they believe patients' safety is at risk, or that patients' care or dignity is being compromised. The guidelines are available here and here.
