On October 21, the Senate approved, by voice vote, S. Amend. 738 offered by Senator Thad Cochran (R-MS) to the Agriculture, Commerce-Justice-Science, Transportation, and Housing and Urban Development appropriations package, which will set aside up to $2 billion in funding for carbon capture and sequestration projects. The amendment changes an Agriculture Department rural electrification and telecommunications loan program to provide money “for the construction, acquisition, or improvement of fossil-fueled electric generating plants (whether new or existing) that utilize carbon sequestration systems.”
