On September 11, 2009, President Obama signed a determination to impose China-specific safeguard tariffs on imports of Chinese passenger vehicle and light truck tires for a three-year period. The additional duties applicable to the tires are set at 35 percent for the first year, 30 percent for the second year and 25 percent for the third year. The increased duties enter into effect on September 26.
President Obama’s determination marked the first time a US administration has granted relief pursuant to the China-specific safeguard mechanism. In response to the determination, China announced the initiation of WTO dispute settlement proceedings against the duties on September 14.
