On November 13th, the Treasury Department's Office of Foreign Assets Control ("OFAC") designated Sultani Makenga pursuant to Executive Order 13413, which targets persons contributing to the conflict in the Democratic Republic of the Congo. On November 14th, OFAC designated two key operatives connected to Waldemar Lorenzana Lima, one of Guatemala's most powerful drug traffickers, as Specially Designated Narcotics Traffickers pursuant to the Foreign Narcotics Kingpin Designation Act. On November 15th, the Treasury Department announced the designation of a senior leader of the Taliban, Mullah Naim Barich, pursuant to the Foreign Narcotics Kingpin Designation Act. Barich is the "Shadow Governor" of Helmand province, the largest opium producing province in Afghanistan.
