As part of its drive to improve the legal framework for “intermediated securities”, the Commission has launched a consultation on the legal certainty and efficiency of securities holding and transactions. It is consulting now on:  

  • the legal framework for holding and disposing of securities in securities accounts, including rules on conflicts;  
  • the legal framework for investors’ rights where securities flow through a chain of intermediaries;  
  • establishing EU-wide choice for issuers on how their securities enter the holding structures; and  
  • supervision of safekeeping and administration activities.  

The Commission wants comments by 11 June.
