The Public Tender for the awarding of the Global Unified Title to the 4th Global Operator in the telecommunications’ sector has been officially announced by the Ministries for Telecommunications and Information Technology, Ministry for Finance and the Ministry for Economy and Planning. It will be a limited bid by pre-qualification and the public Contracting Party will be INACOM, the Regulatory Body for Communications that assists the Government in the regulation, monitoring and supervision of the sector.

INACOM will award a Global Unified Title that will enable the Contracting Party to provide services of electronic communications, hence becoming the 4th Global Operator in the telecommunications sector. The period for submittal of requests for the tender documents, as well as the access to said documentation, is officially open, and it will run until 7 November 2019, at 23:59:59 (UTC +1). For access to the tender documents to be granted, the interested parties shall pay a fee of USD 120,000.00. A proof of payment shall be submitted via the Public Procurement Portal, where the above-mentioned documentation will be also made available.

All the information referring to the minimum requisites of technical and financial capacity, the documentation required to prove this technical and financial capacity, the estimated value of the concession agreement as well as its period of execution is only available on the tender documents.

The deadline for submittal of tenders expires on 8 November 2019, at 23:59:59 (UTC +1), and it shall be made exclusively via the Public Procurement Portal. The criteria that will be used for the decision on the winning tender will be the criteria of the most economically advantageous tender.
