As California has wrestled with a budget shortfall of $40 billion, the California Department of Housing and Community Development ("HCD") informed developers on December 17, 2008, that the Pooled Money Investment Boars ("PMIB") unanimously voted to suspend the financing of more than 1,985 infrastructure projects throughout California.
