Jose Manuel Barroso, President of the Commission, spoke to the European Economic Association about finding the way out of the crisis. On the structure of financial institutions he said banks must be able to lend again, and to do that must be properly capitalised. He said it is critical to know the situation of each individual institution, and for stress testing to be carried out on EU-agreed parameters. He said Member States must deal with impaired assets on bank balance sheets where this is a problem (which seems not to be everywhere) and ensure banks can return to viability when they lose public support.
