The U.S. Department of Labor (DOL) will keep the old Labor Condition Application (LCA) system operational until June 30, 2009. This is due to the fact that the new system, iCert, has many bugs which need to be fixed. The extended period will give the DOL time to review the new system to fix the technical errors, and to provide adequate time to users to become familiar with the new system. The DOL has implemented fixes to many of the issues brought to their attention by AILA and other stakeholders thus far. The decision to keep the old LCA system operational will allow the DOL to continue to evaluate issues brought to their attention and to give users additional time to become familiar with the system.
