Viviane Reding, the European Commissioner for Justice and Fundamental Rights made proposals in early September to ensure 40% of non-executive board seats are filled by women. Britain and eight other countries have assembled a blocking minority criticising the plans, arguing that this sort of legislation should be dealt with at a national level rather than on the European playing field.

Reding is trying to gather enough support to challenge the opposition and hopes to implement the quota by 2020.
