The House agreed that it would sit for an additional Member's Day and also agreed two extended sittings.  As a result, there were Members' Bills ballots held on both 8 and 15 November. 

Climate Change (New Zealand Superannuation Fund) Bill 2012

This Bill would require the Guardians of New Zealand Superannuation to consider the implications of their investment decisions upon climate change by adding environmental sustainability and the impacts on climate changes to the directives that must be considered when making investment decisions.  It would also introduce an ethical investment statement to the Annual Report requirements.

Dairy Industry Restructuring Amendment Bill (No 2) 2012

This Bill would amend the Dairy Industry Restructuring Act 2001 to ensure that the new co-op fund does not constitute more than 20% of the total number of the Fonterra co-operative shares.  Its goal is to ensure that the dividends and proceeds of Fonterra remain largely in the hands of farmer shareholders. 

Education (Breakfast and Lunch Programmes in Schools) Amendment Bill 2012

This Bill would introduce State funded breakfast and lunch to all decile 1 and 2 schools (and other designated schools).  The meals will be free of charge and must meet Ministry of Health nutritional guidelines.  The Bill also contains monitoring and review provisions. 

Electronic Data Safety Bill 2012

This Bill would establish a Commission of Inquiry into recent privacy breaches by and within government agencies.  It will also examine agencies’ capacity to respond to breaches and how best to prevent future breaches.

Electronic Transactions (Contract Formation) Amendment Bill 2012

This Bill would provide that, for the purpose of contract formation, an offer is deemed to be accepted by an electronic communication at the time of receipt of the acceptance by the offeror.

Employment Relations (Statutory Minimum Redundancy Entitlements) Amendment Bill 2012

This Bill would insert a new Part into the Employment Relations Act providing the minimum statutory entitlements for employees in the event of dismissal for redundancy.  The requirements relate to notice and compensation.  The Bills is based on the 2008 recommendations of the Public Advisory Group on Restructuring and Redundancy and would require a public education campaign to publicise the changes.

Insurance (Prudential Supervision) Amendment Bill 2012

This Bill would make technical amendments to the Insurance (Prudential Supervision) Act 2010.  It would also make an amendment to the Reserve Bank of New Zealand Act 1989 (which will be separated into a separate Bill at the committee of the whole House stage. 

Summary Offences (Possession of Hand-held Lasers) Amendment Bill

This Bill would make it an offence for a person to have in his or her possession a hand-held laser without reasonable excuse.  The Bill would give the police the power to confiscate lasers found in possession of a person in a public place.
