On March 18th, CFTC Commissioner Bart Chilton discussed high-frequency traders and the need to investigate their trading practices, specifically, their use of wash trades. Chilton also called for rule amendments requiring high-frequency traders to register with the CFTC, the testing of high-frequency trading programs, the inclusion of "kill switches" in high-frequency trading programs, and an increase in the maximum penalty which can be imposed against high-frequency traders.
