The Council has welcomed the Commission's Communication in February proposing ways to tackle the challenges in commodity markets. It acknowledges the main purpose of commodity derivatives markets and also notes the growing influence of financial actors in the markets. So it agrees there is a need for transparency, and for regulation in both physical and derivative markets. It asks the Commission to include proposals for addressing this in the context of the reviews of the Markets in Financial Instruments Directive (MiFID) and the Market Abuse Directive (MAD).
