The Cabinet Office has published a consultation seeking views on proposed changes to the Privacy and Electronic Communications (EC Directive) Regulations 2003 (PECR). The consultation considers whether PECR should be amended for the specific purpose of enabling the operation of a new Location-based SMS public alert system for use in emergencies. The alert system will aim to tell the public that they are in the vicinity of an emergency and inform them about what action they need to take. The amendment will allow network operators to send messages on behalf of emergency responders in areas at risk, but not for any other purpose (i.e. information unrelated to a serious emergency).
