On 23 November 2010, CEIOPS published its comments on the European Commission's White Paper and impact statement on insurance guarantee schemes. CEIOPS' comments included that the Commission should consider a number of factors/questions when determining the scope of a minimum EU-wide insurance guarantee scheme, e.g. the types of policies and claimants to be covered. The Commission should also recognise the fundamental differences between the insurance and banking sectors in any proposed insurance guarantee scheme directive. Also, flexibility should be given to Member States to make certain choices at a national level in terms of implementing an insurance guarantee scheme, e.g. discretion as to how it should be funded.
