The Shandong government released its 2013 guideline for increasing rate of monetary wage of employees based on the average wage of on-post employees in Shandong in 2012,which is RMB 41,466: the base line is 15%, the up line (alert line) is 22%, and the bottom line is 6%.

Employers should have collective bargaining with the employees within 30 days upon the release of the guideline, lay down the implementing schemes for the guideline and file with Human Resources and Social Security Bureau for record.
