Export Control

Export regulations now allow for certain licenses to be issued for the export or re-export of certain commodities, including software and technology necessary for Syrian aid and development (78 Fed. Reg. 43,972; 30 ITR 1150; 7/25/13).

The Export Control Reform (ECR) Final Rules will begin the transfer of items from the International Traffic and Arms Regulations (ITAR) Munitions List (USML) to the Export Administration Regulations (EAR) Commerce Control List (CCL) effective October 15, 2013 setting new standards and a new order of review to determine licensing requirements of an item or commodity under the two regulatory regimes (24 WorldECR 8/20/13, p. 17; www.WorldECR.com); (78 Fed. Reg. 22,705 April 16, 2013).
