On 5 June 2008, the State Council released the Strategic Outline for National Intellectual Property Rights (the “Outline”) which sets down the objective that by 2020, China should be a country with a relatively high standard in the creation, utilization, protection and administration of intellectual property rights.

The Outline states the national strategy for intellectual property rights includes improving the intellectual property rights system, promoting the creation and utilization of intellectual property rights, strengthening the protection of intellectual property rights, preventing the abuse of intellectual property rights, as well as promoting the concept of intellectual property rights. It also details special tasks regarding patents, trademarks, copyrights, commercial secrets, development of new varieties of plants, intellectual property rights in special fields, and national defense intellectual property rights.
