On 20 August 2013, the Joint Forum published its finalised report on mortgage insurance. The report examines the interplay between the activities of mortgage insurers, mortgage originators and underwriters. This sets out details concerning the mortgage insurance market structure, regulatory framework and underwriting standards and cycle. It also makes a number of recommendations for supervisors and policymakers, with a view to minimising mortgage insurance failure. Those recommendations include that (a) policymakers should consider how to best align the interests of mortgage insurers and mortgage originators (e.g. banks) and (b) supervisors should ensure that long term capital buffers and reserves are maintained by mortgage insurers to cover claims.
