In late March 2013, a number of technical amendments were made to both the Clean Energy Regulations 2011 (Cth) and the Renewable Energy (Electricity) Regulations 2001 (Cth).

These amendments relate to the definitions of certain products and processes (such as the production of helium) and subsequently, in relation to those activities, the issuance by the Clean Energy Regulator of:
  • free carbon units under the Carbon Pricing Mechanism; and
  • partial exemption certificates under the Renewable Energy Target.
