On July 17, the Railroad Commission of Texas (“RRC") proposed rule amendments for casing, cementing, and drilling. Comments on these proposed rule changes are due by October 9, 2012.

The amendments are technical and should be reviewed for impacts on current drilling activities. Some of the amendments include new concepts and definitions, such as definitions for a “minimal separation well” and “fracture stimulation.” There are casing, cementing and pressure test requirements and notice obligations for operators for test failures. Some of these changes may reflect current drilling practices, while others may be new for some operators.
